Monique liked Madelaine, and, I think, felt some empathy for her from the "collaborator" perspective. I'm sure she knew that the ID card wasn't for Madelaine's brother - after all, he had never been mentioned before - but wanted to see her friend safe and happy. The papers for Madelaine herself would help keep her safe from those seeking revenge.
What Monique felt about Kessler had Madelaine not been part of the picture, who can say? It's possible that Madelaine would have refused to leave without Kessler and Monique did not want Madelaine's death or torture on her conscience.
